Overflow is not always a clog
Homeowners usually assume overflow means the gutter is clogged. Sometimes that is true. Leaves, palm debris, roof grit, bird nesting material, and wind-blown desert dust can block the trough or downspout outlet. When water cannot exit, it goes over the front.
But many overflow problems happen even when the gutter is clean. A roof valley may be sending too much water into one short section. The gutter may be too small. The outlet may be undersized. The downspout may be in the wrong place. The gutter may also be pitched wrong, holding water instead of moving it.

What to watch during rain
If it is safe to observe from the ground, watch where the water spills. Is it overflowing across the whole run or only at one valley? Is water coming over the face, leaking from a joint, or running behind the gutter? Is the downspout discharging strongly or barely flowing?
